NASDCTEc 2008 Officers Begin Terms Today


Washington, D.C. (July 1, 2008) — Elected to provide leadership to the national association representing the state and territorial agency heads of career technical education, the 2009 officers of the National Association of State Directors of Career Technical Education Consortium and its partner organization, the National Career Technical Education Foundation, begin their one-year term today. The Officers will guide the work of the staff and the NASDCTEc and NCTEF Board of Directors toward achieving the organization’s mission of providing leadership for career technical education’s role in education, workforce preparation and economic development. Key to this work is NCTEF and NASDCTEc’s leadership of the States’ Career Clusters Initiative, as well as providing premier leadership in the finalization and eventual implementation of the law authorizing the federal investment in career technical education.


Joining President Jean C. Stevens, Associate Commissioner, Office of Curriculum and Instructional Support, New York State Education Department (NYSED) on the Executive Committee are: Vice President June Sanford, State Director for Career and Technical Education with the Connecticut Department of Education, Secretary/Treasurer Phil Berkenbile, State Director of the Oklahoma Department of Career and Technology Education; and immediate Past President Rich Katt, State Director for Nebraska Career Education with the Nebraska Department of Education.


President: Mrs. Jean C. Stevens – Mrs. Stevens provides leadership and oversight of all curriculum areas, Summer Institutes in the Arts, middle level education curriculum, Math and Science Partnerships (NCLB Title II B), Enhancing Education through Technology (NCLB Title II D), best practices and the development and management of the content for the Virtual Learning System the NYSED web portal. She is responsible for leadership and management oversight, including policy and program development for Adult Education, Adult and Secondary Career and Technical Education, apprenticeship, Tech Prep, High Schools That Work, administration of the High School Equivalency Program, State Directorship of Career and Technical Education and Adult Education and Family Literacy.


Vice President: Mrs. June Sanford, a former career and technical educator, serves as the Connecticut State Director of Career and Technical Education and Perkins Program Manager with fiscal and programmatic responsibility statewide for the administration of secondary and postsecondary funds for the Connecticut State Department of Education in the Bureau of Curriculum and Instruction. She is also responsible for career and technical education data reporting and accountability as well as the oversight of career and technical education program compliance. Mrs. Sanford provides support to the Department Secondary School Redesign Committee in establishing a career pathway/program of study plan. She also works in partnership with the Departments of Labor and Economic Development, the Community College system and the Connecticut Business and Industry Association in establishing an integrated plan for Connecticut’s future workforce.


Secretary/Treasurer: Dr. Phil Berkenbile: Dr. Phil Berkenbile was named state director of the Oklahoma Department of Career and Technology Education on Jan. 6, 2004, by its State Board. Dr. Berkenbile serves on the Governor’s Taskforce on Aerospace and Information Security, the Governor’s Taskforce on Healthcare, the Oklahoma Manufacturers Alliance Board, the State Insurance Advisory Council, and the State Workforce Development Board. He is past-chair of the Oklahoma Education Technology Trust (OETT) Foundation, a member of the National Association of State Directors of Career and Technology Education (NASDCTE), member of the Oklahoma College Savings Taskforce, member of Southwest Region Board of Directors of the American Red Cross and a 2001-02 graduate of Leadership Oklahoma – Class XIV. He is a member of the Oklahoma Partnership for School Readiness Program and a 2001-02 graduate of Educators Leadership Academy. He serves on the CareerTech Administrative Council (CTAC) and is a member of the Oklahoma Association of Career and Technology Education (OkACTE). A recipient of numerous civic and community awards, Dr. Berkenbile has also been recognized at the state and national levels for his many contributions to Oklahoma’s education system.


Past President: Mr. Rich Katt — As a secondary education instructor for over 30 years, Mr. Katt is well suited for his current challenges. As Nebraska’s State Director of Career Technical Education, he is responsible for administering the funds from the Carl D. Perkins Vocational and Technology Act to provide leadership and assistance to career and technical education throughout the state’s secondary schools and community colleges. He also is involved with coordinating education activities with the Nebraska Workforce Development and Economic Development.


NASDCTEc extends its sincere gratitude to Mr. Katt for his time and service as the past President of this organization. During a year of fast-paced challenges and opportunities, his guidance and knowledgeable leadership proved invaluable to the organization. NASDCTEc looks forward to Mr. Katt’s continued wisdom and service during the year ahead.
